The text just says it adds cold damage, so it just adds cold damage.
It scales up to 2 at 7, 3 at 9

It seems to no longer target the caster, but the vfx for it went from glitter to colorspray. I will double check and edit this if it changed again.
I haven't done much mining lately. I'll try it soon and report back!
