IC Shouts should be for region-wide effects. Things that everyone can see/hear/feel. Shouts should be descriptive things about the setting, rumors, etc.
OOC Shouts should only be used for things like "I'm resetting the server, please log out."

Shouts should not be for someone's toilet habits in a dodgy bar. Shouts should not be used to tell the events of a party's expedition or ritual or even to the whole server. Only the people who are present should know what is happening in those instances.

This, people seeing that stuff on discord is a lot more likely to make them log in. I’d suggest changing the guidelines for what you are allowed to shouting about to mitigate any issues and use the voice where you can.

Lately a lot of people have been screen shorting them and posting them to discord but it’s more work and stuff gets missed

This 100%. If I'm not online and an interesting shout came on discord I would log in
