I did trouble shooting with two pcs. One with SF: UMD and one without.
The DC of the scroll you are using would normally be 28 and adjusted to 25 due to the SF: UMD
Example
DC is calculated as 25+Innate Level
Magic Missile has a DC of 26 (25+1) without SF: UMD
Magic Missile has a DC of 23 (25+1 -3 ) with SF: UMD
