Actually... the recipe you quoted ( 3 Amethyst dust and lesser reagent) are for making these via alchemy

using enchanting oil, sawdust and amethyst is to make them via enchanting

all is correct as listed but I added the "minor enchanting oil" to the forum post for enchanted elemental bags

use the button at the top of your screen that looks like a door and someone going through it
