Move the Location of Respawning outside any City

Currently selecting the option to respawn at a shrine outside of any city (or however it's worded) drops you at the shrine of Chauntea. This is still located inside an area that exiles from Arabel can't be in without a DM, and so should probably be moved elsewhere.

As of v7761, when respawning you may choose:
Arabel: Temple of Tymora
Tilverton: Temple of Cyric
Outside: Shrine of Chauntea
Exiles: High Crimmond -
