Some Plants do not respawn

Issue Description: Over the last 2-3 days, myself and other crafters have noticed some plants do not respawn after the first picking or two. For example the aloe leafs did not respawn one reset, then next reset they did, only to stop at the latest one. The pecan trees were exactly the same. Asked others if they had picked any or had issues, and they confirmed they had noticed it too.

Looked a few times for birch bark and there's not been any on trees around Hillsmarch.

Just a note for any DM looking into this.

Nothing to do with the new treasure system.
The plant respawning system is entirely separated from my brief look I just took.

Birch bark is only in Stormhorns (afaik)

Are you allowing 25 minutes between harvest attempts?

yes i waited 25 minutes, and then another 25 minutes and nothing
