@SpiffyMeister This may be the result of them being set as POSH stores. I need to circle back when I have more time.
In the future, there are two simple rules to remember:
NO SPITTING.
DO NOT CROSS MISTER MOLOCH.

You're correct, it's the POSH variable. Setting that to NORMAL will allow freaks to rent the store, however there are nRacistRentPenalty and nRacistSurchargePenalty variables that will still hit freaks.
Those "racist" variables exist on every PC merchant besides the two outside the Black Wheel estate in the Historic. Would definitely like to see most stores set to normal and the "racist" variables removed. One or two uppity merchants remaining in the Noble District wouldn't be bad either.

@Erebus I am pretty sure I turned off the racist variables; thanks for saving me the hassle of looking up the variables. I knew POSH had another option.
