Disrupt undead cant be targetted on a wand

@v-rage this was made so when it was a can trip you could not make wands of it. Now that it's a first or second circle spell? It should be all right

Tried it on my last character, it wouldn't seem to craft at above CL1. Think I tried setting it as Cl 5 &7
