Was reported already, discussed, and determined that fire burns everyone. Description is incorrect.
However that was 6 months ago and feelings on the matter may have changed. The Builders/Admin will discuss it.
After searching through 5 quest area chests, I found it. 3 charges added, v7080
v7080 Wolf leather is now craftable. It's still not used for anything other than just practicing :)

As an add on to what Puffy said, the reason for that is there is only the Arcane variant for the Keen spell. So even though it is granted to the Domain: War bonus spell list the spell is treated as Arcane.
