It's fixed.
The issue was the model/hitbox from CEP. Swapped to a basic Bioware appearance.

As an add on to what Puffy said, the reason for that is there is only the Arcane variant for the Keen spell. So even though it is granted to the Domain: War bonus spell list the spell is treated as Arcane.

9000 gold is the correct price- the bug would be if you get it for cheaper :)

Just checked cares and nothing there suggests that they should be spawning outside the caves. Closing this for now but let us know if it persists.
