Here's a screenshot with properties + what it says in the log at the bottom.

As for where I got it... No idea. It must have been in one of the lowby quests, but I'm not sure which.

Madame Maeve (in the Arabel: Manor House area) is set to the hostile faction. She's in the room to the left (see screenshot).

When I opened her door, she was hostile, fully buffed, and summoning a giant ape XD

I have a GSF: Conjuration sorcerer, but when I use the unique power of the Ratcatcher's Guide, it says "You cannot understand how to use it...".

I think this is a bug?
