Cloak of Invisibility w/ No Charges

Found this cloak from a treasure chest (the ones that use the maps)
It has no charges on it

@jalafoon Without knowing what quest, trying to find the right item to fix is like finding a needle in a haystack! Each treasure item is spawned uniquely to a specific area.

It wasnt in a quest.
It was in those treasure chests that get spawned from the Treasure Map items
