Yeah if the shrine moves to Arabel. The Collinwood should 100% be removed.
I know you spent time on the Eveningstar one as well but i would also be in favour of just leaving that as the statue, and remove the offering bowl should the one in the city materialise.

Options so far:
Alt 1: (Sooth's preference)
- Remove other shrines of Lathander, leave statues
- Move NPCs and offering bowl to tent in historic + some constructions behind tent
- Add cot/small storage for Verk
Alt 2: (Puffy's suggestion)
- Add cot/storage in Collinwood for Verk
Alt 3 ???

I think them being in the historic district would be seen as a conflict of interest by the Tymoran Church and not allowed (Tymora still has a ton of influence).
What other options in the city are there? If pickings are slim, then Collinwood works, I guess, since there's already a shrine there?

My concern with Collinwood is its kinda out the way. With the smaller player base I can see it being an annoyance to use as you regular 'hang' spot. The 'reward' wont seem like much of a reward (I know that's subjective and may even come across as ungrateful but also, I feel, likely)
I get what you are saying with the Tymoran conflict however Pierre has been trying to put in the work to strengthen the bonds with that church, and with it being outside the city walls where Puffy has suggested it feels far enough out of Tymoras way.
But you guys have all the lore and experience so I'm happy to go with the flow.

Putting a shrine in Collinswood is a genuine 'fuck you' to verk.
Put it in the Market District or something, Nobles like Lathander.
