The place-able or trigger at the falls isn't spawning, so the quest doesn't update and can't be successfully turned in.

I think the issue is that you talk to a creature at the end but it may be getting removed on quest reset.
@Puffy maybe it needs bDoNotDestroy? or if that cant be done for a creature, replace it with a placeable w/the convo?
