Add "construction rock" as part of the random mineable rocks spawns

    Mineable rocks could sometimes be construction rock (in low mineral areas)

    I think construction rock could be interesting to have as a resource.
    It could have prestige to provide some DMless benefit. And could maybe be used in some recipe purely for leveling mining or something, that might turn the rock into cut stones or something.

    It could be used as an RP tool for gathering stone for a stronger wall/help finishing the wall in Bospir, or rebuilding a destroyed inn, just building a new building somewhere.

          @Echo Just visited Hillmarch and smashed two construction rocks; first exploded in a shower of stone with one hit, the second took longer, neither yielded any construction stone though.
