There is one more point you missed. I moved it's location and changed it to something more visible.

The NPC's conversation tells you to "bring back proof that the source has been eliminated".

Resolved 7714, confirmed with the help of @Miss_Behaviour

I vaguely recall this is due to the fact cloak of mist was based on the mage armor spell back in the day and the documentation was such that we simply made it conjuration as well.

Ah maybe that is it. Okay.
