Not 100% what's causing this, as I just cut and pasted the NPC. Its feasible they had a custom script I accidently overrode to make them wander. Look at this later.
In the future, there are two simple rules to remember:

NO SPITTING.

DO NOT CROSS MISTER MOLOCH.

Check the webtools and make sure area tags line up.
