empty bookcase every time

Issue Description: Eastern bookcase has been empty every time I've done this quest. Either bugged to not provide loot as a container, or if not intended as a container with a quest rewards I'd suggest turning off its container quality.

@Emoteen I was narrowing down the bug. One case works and one doesn't. Which will solve a problem once I look again. :)
