Dont tie faith shops to faction prestige

Currently the Tymoran faith shop is tied to House Summerstar prestige and the Helmite one to the Crown Guard

I'd suggest they be acessable all the time especially with the Crown Guard closing

Same goes for the Lathanderite store in Colinwood which is tied to the Fellowship which also doesnt exist
