Issue Description: The NPCs and entrance into the Caravan in Collinwood are missing. If at another Caravan site, tickets for Collinwood can be bought. In conversation with Wagoneer you can choose to go to Collinwood, but they deliver you to random caravan locations.

i couldnt find the caravan entrance by the west gates, is there meant to be a ticket master there or are we meant to use the north gates?

I put the caravan that was supposed to be in collinwood on the high road (oops!). Use the north gate guy. No need for 2 setups that close together.
