Allow non-soloing of the first two starter quests

I think it would be nice if these two quests, which are likely among the most visible ones to new players on the entire server, could somehow be enabled for a small party. Even a party of just 2 might be very helpful.

Trashed Potion Shop (4-6)
**Party Size: 1-1**
Quest Giver: Lana Wetton, located in Arabel, Historic District

Infested House (4-6)
**Party Size: 1-1**
Quest Giver: Enya Ighnii, located in Arabel, Historic District

I understand that most lvl4 characters probably should mechanically be able to solo them, but I think they could be more fun to play with another player character. Just stumbled over this somewhat odd/unusual limitation again last night.

@zool , I think it's only those two. Every other quest is, "Solo if you want, but party play is a better idea".
