Raven faction shop and potion shop inaccesable and no communal resting

Since the reset that changed the Tilverton areas there has been no communal resting for rank 2 people and the key doesnt work down to the communal storage and faction shops

@V-Rage The rank 2 can just enter the inn rooms and rest for free. I have done this and I believe Therku and Donie have as well.
