Issue Description: Left area several times and came back in. No NPC spawns for rent collection attempt. I do know the quest was done by someone else this same reset so maybe the NPC isn't set to respawn when the quest is taken by anyone past the first after reset?

I've done it a few times the last few days, tenant has spawned each time.

I haven't had a character of the right level to test.

Did you test it after someone else had already done it? It appeared to work correctly after reset for the first person but not the second person.

I'll see about getting an update for that specific situation for you.

I don't know if anyone had done it before me or not. I think I've got 2 characters below 6 in my vault, I can try that later.
