[Set]Draco/Special Background/ Item?

Human/ Fighter-Sorcerer/ LE/ Lydie Casabon

Background:
Lydie's father was a soldier of Cormyr who infiltrated Arabel during Cormyr's retreat to recover his wife and daughter. He brought along a fellow soldier and together they managed to get to his lost family. Their movements however were sussed out by the Kenku loyal to Gondegal, or at least Gondegal's coin, and Lydie's father was chased into his ancestral home which was burned to the ground by revolutionaries. Lydie's mother was captured and hung as a Cormyr loyalist a few days later. Lydie however was saved by her father's fellow soldier, and returned to Cormyr.
She developed ice powers perhaps to reflect her cold and detached attitude after seeing her family ripped away from her so violently.
She has returned to Arabel to pursue revenge against her parents killers; in her mind the kenku and the rabble rousers are responsible.
Goals:
To establish herself as a lawkeeper in Arabel by working alongside the current player factions moving in that direction. She will use this influence to turn the people against the Kenku, and actively attempt to press charges against Kenku players so she can hunt them.
To weaken the Consortium's hold on Arabel by creating her own messenger system. This would start out simply by hiring pcs to deliver messages to other pcs. Less effective, more time consuming, but at least private. Eventually she would attempt to work with the Tower of Raubugaush to implement a magical alternative to the Kenku messengers. In practice this would be more of a traditional sending system, that costs twice as much as Kenku charge, if it is implemented at all. The pursuit of the goal is actually more important than the completion of it.
To demonize any faction that willingly works with the Kenku, specifically House Vaylan. She would attempt to take advantage of the House's hot temper to trick them into action that would reflect poorly on them. The goal is to eventually have them be seen as a faction of nincompoops and thieving kenku sympathizers.
To maybe someday be noticed by the Ghosts, and offered membership.
Additional Notes:
Reduced Spellfailure Armor would be really cool. The idea would be that it is the twisted blackened remains of her father's armor. It would provide less AC due to it's damage, and maybe even have some vulnerabilities, but the armor joints would be melted away and nonexistant, thus making spellcasting viable. Eventually it would be cool for her to restore her armor, once you guys see how truly awful my build is in practice.

I honestly don't think this really requires an app, but the item could be cool. I know spell failure reduction is a big deal but honestly this build is gonna be such a train wreck I honestly don't see how it could hurt.
Also wearing the armor your dad was cooked in is pretty fucking metal.

I have nothing against this app. And I'm fine with an armor that provides -15% SF. So, something like a Chainshirt -15% (still would have 5% SF).
The background, plot, powers I don't really care (nor it requires any app).
Also, we'll be adjusting sorcerers next (probably spell refresh) so the entire item can become useless since a sorcerer should be able to keep a 1 lvl spell ON all the time (with the spell refresh). So I don't think he's asking for much.

Right. Since it looks like this is approved I'm gonna do up the armor. If anyone else says no pls hurry and do it before I give it to draco.
