Its not actually a bug but an issue with Standart NPCs. All animals need to have the variable: iCanBeAnimalCompanion set to 1.

If @Puffy , @SpiffyMeister or any other DM tells me I can change such, I'll make the standart palette animals also be tameable.

Try taming some custom spawn animals to check meanwhile.

        Working as intended
        Fawn
        Stag

        Can't be tamed at all:
Most farm animals. Sheep, turkeys, etc. Yes, I really tried that.
        Deer.
        Falcon
        Storm Eagles

Tested animals that give the 'you are not powerful enough' message:

        Mountain Lion
        Black Boar
        Gray Wolf

(These should probably be looked at, they are insanely high HP for what they are)
        Wolverine
        Lynx
        Bobcat

        Tested animals that disappear:
        Polar Bear
        Cougar
        Grizzly bear
        Mountain Bear
        Dire Wolves

Tested animals that can't be tamed without a feat (old beastmaster hold over, I suppose)
        Worgs
        Gryphon

        More to follow.

You shouldnt be taming farm animals. That's a good way to piss off the local farmers.

Look, I'll pay the farmer from the spoils I recover from the giant that cow feeds helps defeat!

listen, if I want my concept to be based around rearing and training battle turkeys, you can't tell me not to do it

Any further testing done on this?
