I think he's doing a good job with public Cyric based shenanigans in a quiet timezone, held some sermons, got a public facing shrine as part of the Union of Faiths, got a load of donations, coming up with his own plot ideas and not chasing DM plots

Could he get Official Clergy or something else interesting?

I'm all for giving him something, but official clergy when the city is leaderless but it also means he's basically immune from conflict with the Justiciars because he can run to his temple...nah. I'll pass.

Give him some Cyric gear and a mission from Cyric - YES! In fact, an evil emissary from Cyric gave him a vision yesterday of various high priests around Arabel all dying on an altar and a temple rising from it.

I’d like to have the mortuary in the sewers “expand” too given they’ve got a load more gold

Or something visual like that

Or really have more faithful in the sewers too.
