Tethgard items marked as contraband or plot

Tethgard Armour and Cloaks appear to be marked as plot or contraband and cannot be added to the merchant in the Kings Plaza

They were found on the fungal ruins quest

I've seen the Tethgard Falchion for sale in PC stores though so it seems there's some discrepancy if some items are plot and others aren't
