I accidently pressed this today right in front of a house guard outside the mortuary and it said no allies were nearby. I then decided to test it, I've also tried it in the House of Ash and it said the same thing. Also tried inside the city in front of a guard and the same problem, which I was expecting for city guards. -
Will need to grab you IG in order to test this.
