Sorcerers spells not regenerating

I tested the Sorcerers spell regeneration rate, using spells from circle 0 to circle 4 (these are the ones that normally regenerate for me in the past) all levels have not regenerated in the time I tested them, I used spells from each level and waited 14 minutes, nothing regenerated at any level

I tested this in game after comments were made on Discord about the potential issue, and asked to post them here once the results of the test became known.

While writing this the time clicked on to 17 minutes with no change, so it looks like the test results are conclusive that no regeneration rates are working.

The reset should resolve it and I am adding some contingencies to ensure it doesnt happen in between resets in the next version.
