Leather and Tailoring crafting NPCs

Issue: The leatherworker/Tailoring NPC shops do not sell a recipe deck for leather working/tailoring.

Also, the same NPC shops are selling female dresses for around 1.5k that are fullplate. Specifically, "Custom Clothing (Female)"

This sounds like someone modified a clothing item with a higher (~1.5k) gp value and sold it to an NPC for 15 gold. That clothing likely isnt part of the NPCs normal inventory.
