Issue Description: The Whispering Winds book should weight only .2 and doesn't give prestige points

This happened as well in dropped loot of a zombie warrior (I think)
Area: Ancient Watchtower (quest) -> Strife was spicing it up I think :)

It just needs for someone to "Update Instances" on the item in the module.
It's a bug, sure, but it's not game-breaking. If no one gets to it before I take the mod next, I'll do it.

Getting spice on a quest doesnt change the weight of items.

Fixed for new spawns of this item as of V6929.
Not gonna be modified for already spawned items.
