      Not sure if a bug but there are 10 charges on the item but no other benefits for the 361gp cost

      If not a bug a suggestion would be to update the description of what it should do.         I believe that the player-crafted swimsuits do meanwhile give that static bonus (as well as 10 uses of trout backstroke).

        Is this from a quest-drop, maybe?

          the one in the NPC shop gives a small bonus to Swim Checks.
          the player-made one has uses of Trout spell.

          i'll update the description of the one in the NPC shop "soon".
