Wind Chimes do not work

Area: ZQA: Storm Horns: Frigid Cave???
quest giver is outside the Storm Horns, Jagged Peaks
Item: Wind Chimes
Issue: Using it does a vfx but does not happens. I was informed by Echo it should spawn a summon. -
should be fixed 8638
will need to test to be sure -
