In Clover District, this NPC directs you to find the gnome in the BASEMENT of the Falcon's Rest. The gnome in question is behind the Falcon's Rest, also in the Clover District.
In the future, there are two simple rules to remember:

NO SPITTING.

DO NOT CROSS MISTER MOLOCH.

was because quest got relocated
it had been corrected in one part of her dialogue tree but not another
resolved 8614
