Transition bug

Issue Description: it appear that we can enter the quest, without activating the quest throught the dialogue chat... because we whent in, forgotting to speak with quest giver, we got the same monster spawn but no loot ( obviously as the quest isnt activated) once at the peak to complete quest, we find out that we didnt take it.. also Aelath got teleported to the king plaza when climbing down and transitioning throught a stage level.
so maybe block the way as all other quest if possible to avoid it for everyone else in futur :) :) :)
