Tone down the amount of raging goblins on Clean up crew

The quest can spawn raging goblins in almost every encounter if you have a level 9 on the quest.
The loot that can be found on the quest and the payout doesn't warrant the power level of this spawn

What was the party composition?
Too high AB?
Too much Damage?Need suggestions of what changes would be recommended.
