Oberon's, Everard's and Dismissal not affecting outsiders

An NPC gave Adrian scrolls to pass out before yesterdays event.
Unfortunately the spells didn't work as the outsiders used in the event weren't summoned by spells.
Mentioned it in discord and was asked to bug report it

Specify if they were summoned by an NPC or Spawned naturally...
There was a lot of the latter.

Spawned naturally.
Seems it works on outsiders in general now thanks to Strife
