Issue Description: Along the report collection chain, from Tia Brown in the Five Fish in. She askes you to get a report from Crystal "Make sure to stop by Crystal, she should be haning around the market, knowing her.". Talking to Crystal at the Market only gives you the option of "Could you tell me more about Immersea?".

This makes the quest broken and unfinishable.

Odd, seems when you speak with her it auto updates the quest but she has no conversation indicating she gave it to you or who to go speak to, though the quest log has the info.
