Sub Race Modifiers are repeating

Issue Description: Every log in, return from fugue and maybe some transitions, the sub race modifiers are being reapplied.

-2 dex rolled over now to 254 from 14(should modify to 12)
+2 Cha has grown to 28 from 12(should modify to 14)

To whomever seek to fix it. It is the same error we had at the beginning of the chapter with ranger bonuses. They increased in a similar fahion.
