NPC subdue command not working

The dot command ‘.toggle npcsubdue’ currently prompts a “toggle command restricted to DMs” type message.

(Apologies if this is too vague, at work atm.)

Server version: 7256

The entire .toggle command is "restricted to DMs"

I've uploaded a patch for the .toggle commands to the server.
Please test if you have the opportunity.
