This bard song seems to be broken.
I've tried it several times and it doesn't give any "song sound" but more importantly it doesn't give any bonuses to caster or partied allies.
I don't have any of the form info...

The dmg on this doesn't seem to scale with bard lvl or anything.
Is that as intended?
Bard lvl 6 just gets 1 cold dmg on the weapon. No other perks like several of the other songs.

The text just says it adds cold damage, so it just adds cold damage.
It scales up to 2 at 7, 3 at 9
