Ice locations in Stormhorns

Time:Issue Description: Both of these locations have a placeable. One is shimmering ice, the other is just ice. When examine, it says something along the lines of "Something is here." but when checked they are just empty containers. Not sure if items are suppose to spawn in them or not. I'm not sure if players are gathering these items every reset, but it doesn't feel like they are.

There is a random chance that something will spawn in them. You've just had bad rolls, maybe?
