Cannot craft Scroll/Wand of firebrand

I tried to make both a wand and scroll of firebrand and got the following message: The spell, Firebrand cannot be imbued on this item!
It may be an issue with other 5th level spells as well, I have yet to test it out.

Not a bug
Fire brand is not craftable because it only has CL 15 variant available and that is outside the power level of what we want in the setting/server.
