Isn't rank 4 the ceiling for the factions? It's stated as "very hard EiG" on the faction page. I feel it's a rank you'd earn by achieving something grand for the faction. Or maybe I'm using outdated standards.

tbh We only promoted Raposa because she was the only Misrim retainer at the time if I recall trying to do anything.
Right now, Osco has competition. Misrim likes competition. Osco should wait for the vote that confirms Misrim's interest in scuttling this marriage proposal.
Misrim wants results, after all, before they hand out rewards.

If Osco fully commits to “Islyn” then he should be promoted. Same should go for Aric if after his meeting he commits to remove “Islyn”
Those two opposing each other in the faction is what Misrim is all about and worth promotion

Spiffy with some help from me ran Islyn trying to seduce/get Osco to join her side.
Osco failed Islyn's test. No promotion.
Osco has firmly picked a side and now has to go woo "Islyn" who will be suspicious. This will be highly dangerous and could lead to Osco's death.
- Islyn learns the truth and has him assassinated
- Osco tries to betray Birger and is assassinated
It can be hard being an amazing hafling with an awesome hat.
