Council decisions and votes need to be made public. Either a non-council PC scribe should be appointed (and paid), a councillor nominated as secretary or NPC/DM should do it.

We've had one meeting and it is, at least my intent, to make it public record. We just haven't finished all the forum posts from the first meeting yet so decisions aren't "official" yet.
