Add custom spells to loot and stores

It'd be beneficial if the 1st and 2nd circle and maybe 3rd circle arcane custom spells were added to the scroll stores and upwards of that be added to quest loot where valid and DMs could also use them as DM quest loot

They are already available as DM loot via a tool I made for them, and also scribe-able via Imbuing System.
