My concern is the EV Elves part. I would much rather he picks fights with actual PCs and not a group that requires a DM to operate.
To me it doesnt strike very Chaotic personally. It more like a loyal dog than a Lycan, imo.

Eh, I'm not sold on it. But then again I wasnt sold on Verk's either. SO whatever.

Basically with the ECL 2 lycans will self adjust. At this point anything that promotes players logging into play is a win. Worth a subpar application.

Agree with Misclick.

We're gonna shake everything up anyway, they'll find one enemy or another. Probably they thought based on some current PC posts that there were some PC ghosts/EV elves.

Also agree with Strife, this does not sound chaotic at all. Recommend he start somewhere in the LE, NE, LN neck of the woods.

the gonegal bit was to give license to the malarite hunting thing as it would be sanctioned by the state and so potentially allowed to proliferate, though i guess that would be more a cleric type thing
