Showing a map to party didnt always register and only showed to self

Issue description:
The maps that can be made to show other players in party (when in proximity)
didnt always register that you were in a party.
Strife made a hotfix, placing the bug report here for tracking.

You could see form the messages that it didnt register the party properly since it says "you read a map" where as normally it would say some message with the party.
