I wish to suggest Gloomy gets promoted, really loving the intrigue he is creating and he's furthering the towers research in a most amusing manner that involves a lot of PCs. Plus he's recruiting PCs and causing a lot of conflict

He's definitely putting in work. I haven't see anything to suggest he isn't deserving of a promotion. Or at the very least, a reward.

And big things might be happening for them soon, so this will present interesting possibilities.

He is currently working towards acquiring a powerful tome for the library. Maybe reward him then if he manages to lead successfully and survive after. I don't think he's ready for promotion yet.
