Issue Description: Retribution domain have the Oath of Wrath feat as a domain power. It scales from the Purple Dragon Knight levels. I've made disposable cleric to test it. Without PDK levels it doesn't work at all. Aside of it, very thematic bonus.

Known bug, was reported back in v4, never got fixed.

Spiffy and I were discussing whether to replace it with a different perk or going through the trouble of fixing it.

If Cleric, get cleric lvl instead of PDK.
